Scrap processors that buy vehicles for processing into scrap are certified by the New York State Department of Motor Vehicles (DMV). Processors do not sell vehicles or component parts.
Processors can only buy vehicles from certain businesses or individuals. Consult the DMV website for full details. Repair shops that sell scrap to processors must state this fact on their applications.
